Post-disaster failures in communication infrastructure critically hamper urban governance and situational awareness. This project proposes a drone-based system to rapidly deploy an emergent flying 5G network to restore connectivity while simultaneously generating real-time population density heatmaps by analyzing 5G device registrations. The resultant data is then used to create a heatmap that can be integrated with existing digital twin solutions. By visualizing population distributions against existing urban data, our solution provides decision-makers with insight to resource allocation and more effectively utilize disparate data during a crisis to improve disaster management.
