We propose an award-winning approach to city management through an industrial metaverse of connected Digital Twins—representing assets, businesses, and people. This architecture enables real-time collaboration between virtual and physical environments, visualized through immersive 3D dashboards and simulations. Based on the TM Forum Catalyst project on transforming passenger experiences through Continuous Decision Intelligence, our intelligent system of systems framework leverages atomic events, semantic interoperability, and edge-native AI to synchronize and optimize the intents of all stakeholders. The result is a powerful, real-time, city-scale system of systems that coordinates actions, simulates future scenarios, and provides equitable, data-driven services.
