
The Urban Libraries Council proposes the development of a Library Infrastructure Digital Twin — a dynamic, data-driven simulation model that enables smarter, more predictive planning for public library facilities. By integrating four years of behavioral data from 115 North American library systems with real-time usage metrics such as room bookings, Wi-Fi sessions, and digital resource checkouts, this virtual model allows decision-makers to test scenarios, forecast future demand, and optimize library design for equity, resilience, and efficiency. As cities grow and community needs evolve, traditional infrastructure planning tools no longer suffice. This digital twin represents a proactive approach to civic infrastructure, empowering libraries and city leaders to align space, services, and strategy with how people actually live, learn, and connect today. With the Urban Libraries Council’s national reach and technical expertise, this initiative is poised to transform how libraries — and cities — prepare for the future.
